Choose the service first, then the SIM format

A local eSIM can provide a phone number, calls, SMS and internet just like a physical SIM. A package sold as a travel eSIM may provide only data. The word eSIM describes how the connection is installed; it does not tell you which services you are buying. Beeline’s eSIM explanation and Airalo’s calls-and-SMS guide make this distinction useful when comparing offers.

Our decision guide for a short Uzbekistan trip
OptionWhat to checkChoose it when
Local physical SIMAn available SIM slot, an unlocked handset, the local number and the plan’s calls/data allowance. You want local calls and SMS, or your phone does not support eSIM.
Local operator eSIMeSIM support for your exact phone variant, identity checks and an accepted payment method. You want local service without swapping a plastic card.
Travel data eSIMUzbekistan coverage, data-only status, validity, activation trigger and tethering terms. You want to arrange internet before arrival and can use your existing accounts and contact methods.
Roaming on your home lineYour provider’s Uzbekistan allowance and separate charges for data, calls and SMS.Your existing plan covers the trip on terms you are willing to pay.

02

Check the exact phone before paying

Check both eSIM compatibility and carrier locking. On an iPhone, Apple says to open Settings → General → About and look for “No SIM Restrictions” beside Carrier Lock. Its international eSIM guidance also explains that model variants differ by market. For another handset, use that manufacturer’s instructions for the exact model you own.

If keeping your home number active matters, check whether your phone can keep the required two lines enabled together. Decide which line will carry data. Keeping a home line enabled can still incur its roaming charges; a second eSIM does not change your home provider’s contract.

Plan examples with dates: compare the usable allowance

These are published examples checked online on 13 September 2026, not offers sold by OxusRoad or a ranking of networks. The local examples are monthly plan fees, not confirmed airport checkout totals. Ask whether a SIM pack, selected number or other charge is added.

For Ucell, the tariff catalogue lists Bor 70 at 70,000 UZS per month. Its detailed page lists the base allowance and separate promotional terms. The table deliberately uses base data so a short promotion does not become the basis of a later trip budget.

Read the conditions behind a tourist plan

The Beeline Uzbek price list, pages 25–26 limits Hello plans to visiting foreign tourists and excludes foreigners with permanent residence in Uzbekistan. It also says Hello does not work in international roaming. Do not choose it on the assumption that it will cover the next country on your route. The conflicting Hello 1 web price is on Beeline’s other tariffs page.

Old plan names remain in search results. Ucell’s 4 November 2025 notice closed Tourist 70, Tourist 100 and Tourist 150 to new connections and transfers from 14 November 2025. Use the current catalogue instead of an old trip report’s package name.

Airalo’s Uzbekistan page in Uzbek identifies Unitel as the primary network and separates data products from other service types. The specific package page shows several validity-and-data combinations, including the example above. Choose the exact combination you intend to buy, then check when validity starts, whether it can be topped up and any speed or hotspot limits.

05

A foreign passport can work online, but check payment too

Ucell’s Uzbek app page explicitly offers online eSIM registration to nonresidents. Its self-registration instructions describe scanning a foreign passport and completing a face scan, but list Uzcard or Humo for payment. A foreign-passport option therefore does not establish that your overseas bank card will pay successfully.

If the app does not accept your documents or payment method, use an operator office. Ucell’s eSIM service page lists company and dealer offices as connection channels. It lists a new eSIM connection at 0 UZS, checked 13 September 2026; the selected tariff still needs funding.

Take your original passport and phone. Ask which documents are required for your status and tariff, whether any local identifier or accommodation record is needed, and whose name the number will be registered under. Avoid applying a resident’s app instructions to a tourist without checking the relevant foreign-passport option.

06

UZIMEI: the phone’s status is separate from the SIM

Uzbekistan records mobile devices by IMEI. The current regulation on Lex.uz, paragraph 2, allows nonresident devices to remain on the temporary “grey list” for 60 calendar days within one calendar year. This wording took effect on 8 February 2026. It is not a fresh 60-day allowance promised for every border crossing.

For a first short trip, check the status instead of assuming a registration fee is immediately due. For repeat visits, a long stay or a warning message, ask UZIMEI to confirm the remaining allowance for your device. Mobiuz’s Uzbek guidance distinguishes foreign visitors using local SIMs from nonresidents using only a foreign SIM in roaming; the latter do not have to arrange IMEI registration themselves.

A local eSIM should be treated as a local line for this check. A travel eSIM’s marketing name is insufficient: ask the provider whether the connection operates as foreign roaming or a local subscription. Switching from a plastic SIM to eSIM is not a reason to disregard an IMEI warning.

  1. 1

    Find the device identifiers

Dial *#06# and save the IMEI codes privately. If the phone displays more than one, check each relevant code.

  2. 2

    Check the official system

Use the status check on UZIMEI. Keep any warning SMS and ask support on 1170 about the exact code and your visitor status.

  3. 3

    Keep the applicant details consistent

If registration is required, take the passport and phone and use a local number registered in your own name. UZIMEI’s instructions specify the same passport for the nonresident’s local SIM.

07

Deal with the phone’s customs record before leaving arrivals

A customs declaration and UZIMEI registration are different records. The Digital Technologies Ministry’s explanation connects the declaration at entry with proof of lawful import for device registration. A short period of local network use is not a customs-declaration exemption.

Before leaving customs, tell the officer that you are bringing your phone for personal use and whether you intend to use a local SIM. Ask which declaration procedure applies to your device and visit, list the required IMEI codes and retain the accepted record. This is particularly relevant if the phone has not previously been registered in Uzbekistan. The Customs Committee’s IMEI check checks its customs record; the UZIMEI site checks the telecommunications record.

If registration becomes necessary, obtain the applicable fee from UZIMEI’s current tariff information. Do not combine that fee with customs duty or assume a generic 30-day fee table answers a nonresident’s 60-day case. We do not quote a universal registration-and-customs total.

08

Prepare app access before the airport

Our preparation checklist is to install and sign into the apps you intend to use while your usual number and connection are available. For a taxi app such as Yandex Go, check your actual account’s login and contact options before depending on it for an airport pickup. A data-only eSIM cannot itself supply SMS verification or normal cellular calls unless those services are part of the product.

Keep bank authentication on the number and method your bank already recognizes. Do not move essential account recovery to a temporary travel number without checking how you will retain it after the trip. For payment preparation, use the money guide.

  • Save the hotel name, written address, phone number and check-in instructions offline.
  • Save tickets and the agreed airport meeting point on the phone, rather than only inside an email link.
  • Tell your driver or hotel which number or messenger you will actually be able to answer.
  • If your home number must receive messages abroad, verify that capability and its cost with your home operator before departure.

09

Test the connection before walking away

Use these checks before leaving the sales counter or ending an online installation session. For eSIM, keep a working internet connection during installation and follow the provider’s instructions for the package you bought.

Airalo’s troubleshooting instructions in Uzbek explain that some packages need data roaming enabled or an APN entered. Apply those settings to the intended travel line and check the home line separately; menu layouts differ by device.

  1. 1

    Confirm what was bought

Save the plan name, total paid, number if supplied, activation time, expiry or next payment date and the receipt.

  2. 2

    Check real mobile data

Turn Wi-Fi off briefly and load a fresh map or webpage. Confirm the intended SIM is selected for mobile data.

  3. 3

    Check calls if included

Test the service you need: a local call, an incoming SMS or a messenger message. A loaded webpage does not test SMS delivery.

  4. 4

    Find the account controls

Locate the remaining data, balance and renewal settings. Ask how to top up using a payment method you possess.

  5. 5

Keep a way to contact support

Save operator support details and your purchase reference. Keep the eSIM activation code private, and ask the provider before deleting a profile to troubleshoot it.

10

Plan for the route, not a nationwide network ranking

We have not measured network speeds or reception on this route. For a city trip, compare the supported service and purchasing process; for Nuratau, the desert castles or an Aral Sea extension, ask about the exact overnight stop and road section. An operator’s overall data allowance does not establish reception at that location.

Our practical backup is to download maps, tickets and accommodation details before an intercity journey. If you need internet for work, ask the accommodation about its own connection and keep an alternative plan rather than treating a large mobile package as a coverage guarantee.

11

Fit connectivity into the arrival plan

Use the Tashkent airport arrival guide to organize the sequence from arrivals to your hotel or station. If you arrange a pickup through OxusRoad, send the flight details and agree the meeting point and contact method in advance. Connectivity is one part of that plan; a SIM purchase should not be the only way to find your driver.

For a wider request, send your dates, group size and route on WhatsApp or WeChat and identify the help you need with arrival, transfers, guides or the full trip. Mobile plans and registration are handled by the operator and the relevant authorities.

Common questions

Does an eSIM give me an Uzbek phone number?

A local operator eSIM can include a local number, calls and SMS. A travel data eSIM may provide only internet. Check the selected product’s service type and whether a phone number is actually included.

Can foreigners buy a local eSIM online?

Ucell explicitly advertises online eSIM registration for nonresidents. Its detailed self-registration instructions list a foreign passport, face verification and Uzcard/Humo payment. Confirm that your documents and payment method are supported before making this your only arrival connection.

Must I register my phone for a one-week visit?

Check its UZIMEI status first. The current rule gives nonresident devices a temporary allowance of 60 calendar days within one calendar year. Prior use and the device’s existing status matter, so a new trip does not by itself prove a new allowance. Customs formalities are a separate question.

Will a data-only eSIM be enough for taxi apps?

It can supply internet, but it does not itself provide a phone number or SMS reception. Check login and driver-contact options in the app you use, with the account you intend to keep. Set that up before arrival and save an alternative pickup contact.

Which SIM is cheapest or has the best coverage?

We have not tested networks or compared every tariff. Compare the full purchase price, data available for general use, validity and calls you need. For remote stops, check the specific location with your accommodation or trip organizer; a nationwide ranking would not answer that question.
