What do the UK, US, German and Canadian governments say?

None of the four advises against travel to any part of Kazakhstan. The US rates it Level 1 of 4, its lowest; Germany calls the security situation across the country stable and the terror threat low; the UK and Canada advise normal precautions. We read each advisory on 24 September 2026; the table gives each government's wording and date.

The US row comes from the State Department's own data feed, because its web page blocks automated reading; open the State Department page before you rely on it. The feed dates the current advisory to 17 August 2026 (US time) and says only the summary changed, not the level. What the advisories do single out are closed areas you would reach only on a special trip: Baikonur, a village and two districts that need prior permission, and zones along the Chinese border.

What crime and scams do visitors actually run into?

Pickpocketing is the everyday risk; violent crime against foreigners is rare. The FCDO says pickpocketing is common in crowded places such as markets and on public transport, and that thieves target foreigners because they are assumed to carry valuables. Canada lists buses, parks, shopping areas, open-air markets, restaurants and nightclubs, particularly in Astana and Almaty. FCDO, Canada.

Robberies cluster at night. The FCDO reports violent thefts in Almaty, Astana, Atyrau and Aktau, mainly around nightclubs and bars or when people arrive home late; Canada reports incidents involving tourists outside bars and nightclubs. Germany calls big-city crime in Almaty and Astana rare and lists pickpocketing, robbery, confidence tricks and fake police checks. Auswärtiges Amt. We found no official statistics on crimes against tourists, so this page quotes no crime rankings.

Online fraud is another risk. Germany warns of romance scams run under real or fake Kazakh identities on social networks and dating sites, often asking for money "for a visa"; Canada reports Canadians who sent money to people in Kazakhstan and lost contact. Card skimming happens too: the FCDO advises ATMs inside banks and changing money only at banks or licensed exchange offices, where you will be asked for your passport.

• Carry the day's cash and one card; leave the spare card and most cash in the hotel safe, and keep a photo of your passport on your phone.
• Never send money to someone you have met only online, whatever the reason given.

Do police check documents, and how do I spot fake police?

Yes, carry your original passport at all times. The FCDO says police on patrol may ask for ID, copies are not accepted, and you need the original to enter state buildings. Canada says the authorities may ask for identification at any time and advises a photocopy and a digital copy kept separately. FCDO, Canada.

Fake police are the scam all the advisories mention. Canada reports thieves posing as officers who ask foreign travellers to pay alleged fines; Germany reports checks with unjustified payment demands, also outside the big cities, and tells travellers to refuse them. If it happens, ask to see credentials and offer to go to the nearest police station (Canada). After a traffic offence a real officer should give you an official paper (FCDO). We would not hand cash to anyone on the street.

If you stay in a hotel, the hotel handles the arrival notification. The hotel or host must notify the migration authorities within 3 working days of your arrival, and this applies to visa-free visitors too (Germany, FCDO). Germany advises asking for a printed confirmation and keeping it until you leave; private rentals and stays with friends are where it gets missed.

Which taxis, trains and roads are safe to use?

Order a car through an app or at your hotel instead of flagging one down. The FCDO advises licensed, pre-ordered taxis and warns against unofficial taxis or one that already has a passenger. Canada says ride-hailing apps give generally safer cars and fixed fares, except in the cheapest category, and that at airports some drivers insist you get into their car and then overcharge heavily. Trains are the lower-risk way between cities, but Canada says robberies on board do occur and the FCDO says thieves may target luggage. Lock the compartment from the inside on an overnight train and don't leave it unattended. That applies to the trains from Uzbekistan too: see Tashkent to Almaty and Nukus to Beyneu.

Road travel involves greater risks. Canada describes reckless driving, sudden lane changes and drivers who don't give way to pedestrians; roads are in good condition around the big cities and poorly maintained in rural areas. The FCDO says many cars have no rear seatbelts and service stations are few outside the cities, so carry fuel and water. Germany advises against overland driving after dark, especially in the south, and says main roads can close in winter because of cold, wind and snow. Canada advises against rural marshrutka minibuses, which often lack seatbelts.

To drive yourself, for example to Charyn Canyon, you need an International Driving Permit with your licence (FCDO, Canada), and Canada notes zero tolerance for drink-driving.

Is Kazakhstan safe for women and solo travellers?

None of the four advisories warns against travelling alone. Canada's wording is that women travelling alone "may be subject to some forms of harassment and verbal abuse", and the FCDO links its general advice for women and for solo travellers from its Kazakhstan page.

Drink spiking is the specific risk they name. The FCDO says it happens in nightclubs and bars and can lead to sexual assault; Canada warns against accepting snacks, drinks, gum or cigarettes from new acquaintances. Stay with your friends, don't leave a glass unattended and save your accommodation's location in your maps app (FCDO).

Canada advises conservative dress and discreet behaviour, noting that Islamic practice is followed more closely in rural areas; Germany and Canada both advise against walking alone at night. We suggest an app taxi after dark rather than walking back from a bar.

Which laws catch visitors out?

Several restrictions are recent: vapes were banned in June 2024, face coverings in public in July 2025, and "LGBT propaganda" from March 2026. The table cites the Kazakh source where we found it and the foreign advisory where we did not.

Kazakhstan's legal database adilet.zan.kz would not display documents when we checked on 24 September 2026 (a new version is in testing), so law texts are read from the official text republished on zakon.uchet.kz and from Kazakh state and local news.

Is Kazakhstan safe for LGBT travellers?

Same-sex relations are legal, but a ban on "propaganda of non-traditional sexual orientation" has applied since March 2026. Law No. 248-VIII of 30 December 2025 defines it as spreading such information publicly, in the media or online "to form a positive public opinion"; the law entered into force 60 days after publication, and Germany dates the penalties from March 2026. Being LGBT is not an offence: vice-minister of justice Botagoz Zhakselekova told the Senate that liability concerns only public propaganda. Tengrinews, 18 December 2025. The penalty is administrative: vice-minister of culture and information Yevgeny Kochetov said a first offence brings a fine, and a repeat within a year a larger fine or up to 10 days' administrative arrest; cases start from a citizen's complaint. Socially, acceptance is limited. Germany says most people reject same-sex partnerships and that attacks, for example after public displays of affection, cannot be ruled out; Canada reports LGBT people being attacked and harassed; the FCDO says a perceived breach of the law can bring fines, detention and deportation. We would keep affection, and posts about it, private while in the country.

How safe are the mountains around Almaty?

The mountains bring natural hazards that vary with the season. The FCDO warns of avalanches, landslides and rockfalls, weather that turns quickly, snow at altitude even in summer, and phone coverage that can be minimal in remote areas. It advises a reputable agency, not trekking alone, and telling someone when you plan to return. FCDO.

Mudflows (sel) are the summer hazard. BES.media, reporting the Almaty emergency department's warning, says the mudflow season usually runs from mid-June to the end of September, sometimes into October, until winter conditions return to the moraine lakes. On 1 July 2026 a mudflow threat on the Aksai river led to evacuations in Almaty's Nauryzbai district; the department advised against hikes in the Ile-Alatau until the situation settled, and one of its engineers said no route can be called safe at the season's peak. BES.media, 2 July 2026. If rain is heavy upstream, leave the river bed, climb to higher ground and never camp beside a channel, a dam or a moraine lake. Kazinform, citing the emergency services.

Big Almaty Lake is reached on foot. The road is closed to private cars, motorbikes, e-scooters and e-bikes; a forester of the Ile-Alatau national park gave steep slopes, poor visibility and rockfall as the reasons at a city briefing in April 2026, and Almaty TV reported on 4 May 2026 that the ban remains. The FCDO says Almaty's 24-hour mountain rescue teams are based in the Shymbulak gorge and at Big Almaty Lake, the city has placed 18 refuges with first-aid kits and SOS buttons in remote areas, and the numbers to call are 109 or 112. Registering a hike with rescuers is not compulsory as far as we found: in April 2026 Almaty's tourism department said it was working on a registration system with the emergency department and the mountaineering federation, starting with group hikes. Earthquakes, winter cold, smog and unrest: how worried should I be?

Almaty lies in an active seismic zone (FCDO), and Canada says earthquakes occur regularly, especially in the Almaty region, and can set off avalanches in spring. The last strong one was felt at 00:09 on 23 January 2024. Kazakhstan's National Nuclear Center put the epicentre in China, in the Kokshaal-Tau range near the Kyrgyz border about 260 km from Almaty, at magnitude Mw 7.0, with shaking of 5 points on the MSK-64 scale across the city. That night residents ran out of their homes, some in slippers, and roads out of the city jammed. No warning came from the 112 service, some assembly points were closed, and the city's emergency department reported no deaths or destruction. The city lists its assembly points, mostly schools and colleges built to the strictest codes, on 2GIS: search for «пункт приема пострадавшего населения». Tengrinews, 23 January 2024. We suggest you know your hotel's exits rather than count on a phone alert.

Winter is severe: temperatures can fall below −30 °C with strong winds (Germany), which Canada says can feel below −50 °C, and main roads close. From November to March, coal heating makes air pollution severe in Almaty and Astana (Canada). On terrorism, Germany rates the threat as low and the FCDO says attacks cannot be ruled out. In 2022 large demonstrations turned violent with hundreds of casualties; Canada says the situation has since returned to normal, with more security forces around politically important days. Canada.

Which emergency numbers should I save?

Save 112, 102 and 103. In Kazakhstan 112 is the emergency ministry's rescue line: the government's list of free emergency numbers gives 101 and 112 for fire and rescue, 102 for the police and 103 for an ambulance. Zakon.kz, 3 March 2026. The ministry is merging the lines: in November 2025 it joined 101 and 112 in Astana, with 103 next, and one number for all four services is its stated plan, not yet the rule. The FCDO warns that the 103 operator may not speak English, and that local SIM cards receive 112 alerts in Kazakh and Russian. What still goes wrong?

These are the problems the advisories and Kazakh reports return to: people posing as police asking for "fines"; airport and street drivers who overcharge; pickpockets on buses and in markets; robberies near bars at night; drink spiking; mudflow alerts that close mountain trips in summer; and winter cold that closes roads.

Exceeding your permitted stay by even one day can have serious consequences. Germany says overstaying brings a fine or detention and court proceedings that can take several weeks, during which you may not leave, and that a cancelled or delayed flight is no excuse. Canada lists a warning, a fine, deportation, prison or an entry ban. Bringing a vape across the border can also lead to a fine or imprisonment.

What we could not verify: we did not open the State Department's web page (only its data feed); the emergency ministry's site on gov.kz and egov.kz refused the connection, so the numbers come from the government list as reported by Zakon.kz, Kazinform and the FCDO; adilet.zan.kz would not display documents; the Russian foreign ministry's page rejected our request; and we have not test-called any number. Hike registration may become compulsory, so check before a trek.
