What do the US, UK, German and Canadian governments say?

Three of the four consider normal travel precautions sufficient for Kyrgyzstan as a whole. Canada recommends greater caution. None advises against travel to any part of it; the only area singled out is the Tajik border in Batken region. We read each advisory on 24 September 2026; the table gives each government's wording and date.

The US row comes from the State Department's own advisory data feed, because its web page blocks automated reading. The feed dates the advisory 9 February 2026 (US time; the RSS feed says 10 February) and says the level did not change when an "unrest" risk indicator was added. Open the State Department page before you rely on it.

Canada's "exercise a high degree of caution" is the second of its four levels. It is given "due to the possibility of violent crime" and names bars, parks, areas near major hotels, public transport, exchange booths, shopping centres and markets as places where criminals target locals and foreigners. What crime and scams do visitors actually run into?

Street theft comes first. The FCDO names bag-snatching and mugging, warns about currency exchange offices, and says pickpockets target tourists in Bishkek's bazaars, particularly Osh Bazaar. Canada says petty crime occurs frequently, that violent crime by gangs targets locals and foreigners alike, and that the police response is limited. FCDO, Canada.

Germany adds a sense of scale: it knows of no case in several years in which German travellers were deliberately targeted for a robbery or attack. Auswärtiges Amt. We found no official statistics on crimes against tourists, so this page quotes no crime rankings or safety indexes.

Three scams recur. People posing as police ask foreigners to pay "fines"; Canada's advice is to offer to walk with them to the nearest police station and pay there. Fake "meet and greet" drivers at the airport lure arrivals into cars and ask for money; agree your pickup in advance and ask for identification. And in bars and nightclubs, a new acquaintance who wants to come back to your room may let accomplices in, which Canada links to robbery, assault and blackmail. Card and ATM fraud is common too. • Carry a day's cash and one card; leave the spare card and most of the cash in the hotel safe.
• Book the first ride from Manas airport before you land, and get in only with a driver who shows the name you agreed.
• Use ATMs inside banks or shops and cover the keypad when you type your PIN (Canada).

What happens at a police check, and what should I carry?

Carry your passport or a notarised copy of it at all times. The FCDO says police can arrest you if you have no ID and that a copy can be notarised in Kyrgyzstan; Canada advises keeping a legally certified copy of your passport, visa and registration on you, with the originals in safekeeping. FCDO, Canada.

Germany sets out what police may and may not do. They may check your passport and how long you have stayed, and hold you if you have no valid passport, but in a normal identity check they have no right to search your bags or pat you down. It reports tourists pressed to pay "fees" under the pretext of a drug check, and warns that criminals may dress as officers. Its advice: stay calm and polite, point out your rights, pay by card where possible and insist on a receipt. Auswärtiges Amt. The FCDO adds that a traffic fine comes with a paper copy and is paid at a payment terminal or a bank, not in cash to the officer.

Do not offer money to make a problem go away. Offering a bribe is a crime under art. 345 of the Criminal Code, with up to 2 years' imprisonment. Criminal Code. On 19 August 2026 AKIpress reported a foreigner in Bishkek detained after offering an officer $300 to avoid a report for breaking the rules on length of stay. AKIpress. If someone in plain clothes says they are police, the CBT Kyrgyzstan association suggests walking on or asking a local person for help. CBT Kyrgyzstan.

Are marshrutkas, taxis and mountain roads safe?

Roads are the larger everyday risk. CBT Kyrgyzstan tells its guests that their biggest risk in the country is car wrecks, accidents while crossing the street and falling into an unprotected drain in the pavement. Canada calls road safety poor throughout the country, with fatal accidents common and roads badly maintained and lit. CBT Kyrgyzstan, Canada.

Germany advises against driving between towns after dark because of poor roads, landslides, rockfall, livestock on the road, cars in poor condition (many right-hand drive) and sudden weather changes, and against self-drive where you can avoid it. After an accident with injuries, a driver may not leave the country until the investigation or trial is over. Auswärtiges Amt.

For town buses and minibuses (marshrutkas), the FCDO says avoid them if possible: they are not always maintained and pickpockets work on them. Canada advises against public transport altogether. Both prefer pre-ordered cars: the FCDO suggests licensed taxi services with dispatchers and says avoid flagging down taxis; Canada suggests marked taxis with meters or a ride-hailing app and advises against shared and street taxis. For the long days between Bishkek, Issyk-Kul and Karakol we would book a car and driver through the guesthouse or an agency, travel in daylight and check the rear seat belts work; the law requires belts for every passenger (FCDO). Is Kyrgyzstan safe for women and solo travellers?

None of the four advisories carries a warning written specifically for women in Kyrgyzstan; the FCDO points to its general advice for women and for solo and independent travel. FCDO. What they say applies to anyone alone: Canada advises not walking or travelling alone, especially at night, and taking a pre-booked taxi from restaurants and bars. Canada.

Drink spiking is the risk both the FCDO and Canada name. The FCDO says it happens in nightclubs and bars and can lead to sexual assault; Canada warns against accepting drinks, snacks, gum or cigarettes from new acquaintances. Buy your own drinks and keep them in sight. FCDO.

Canada notes that locals follow Islamic practice closely, particularly in rural areas, and advises conservative dress and discreet behaviour. In the mountains, going alone is the one thing the advisories warn against outright: the FCDO says do not trek alone, and Germany says never go alone into unknown or remote terrain (see the mountains section below).

Do tourists get kidnapped in Kyrgyzstan?

None of the four advisories names kidnapping as a risk to visitors in Kyrgyzstan; the only mention is Germany's worldwide note on terrorist groups. Bride kidnapping (ala kachuu) is a different crime: abducting a person to force them into marriage.

It is punished under art. 172 of the 2021 Criminal Code: 5 to 7 years' imprisonment for abducting a person in order to marry, 7 to 10 years if the victim is a child. The Code places it in the chapter on crimes against family relations, next to forced marriage (art. 174). Criminal Code, art. 172. None of the four advisories presents it as a risk to foreign travellers.

How safe are the mountains, and do I need to register a trek?

The mountains need the most planning. The FCDO describes a high risk of avalanches, landslides and rockfall, weather that changes quickly, snow at altitude even in summer, and risks of altitude sickness and sunburn; Germany notes that sudden cold snaps are frequent in high summer above 3,000 m. In remote areas phone coverage can be scarce, and the mountain rescue service is staffed by volunteers with limited equipment. FCDO, Auswärtiges Amt.

Both advise a reputable trekking agency or a local guide, insurance that covers activity at altitude, leaving your route and return time with your host, and not trekking alone. Germany advises against riding, ski or glacier tours without a knowledgeable companion. Kyrgyzstan's Ministry of Emergency Situations (MChS) runs an online registration form for tourist groups and for individual travellers. Its page says groups must inform the ministry 10 working days before the trip, inform the regional office again no earlier than a day before the start, and report their return. MChS. We found no published fine for not registering, and 10 working days does not fit a trek planned that week; ask your guesthouse or agency whether they register the group for you.

   Fill in the MChS form (Russian, with English labels) 10 working days ahead: participants, route, overnight points, emergency exits, phones, a contact at home and insurance.

   Confirm the day before

   No earlier than 24 hours before you set off, tell the MChS office of the region where the route starts, and update anything that changed.

   Report your return

   When you are back, tell MChS the trip is over. Also leave your route and return time with your host, as the FCDO and Germany advise.

What about Batken, the Tajik border and other border zones?

The Tajik border in Batken region is the only area any of the four governments singles out, and none tells you to stay away. Kyrgyzstan and Tajikistan signed a border treaty on 13 March 2025 and opened the Kyzyl-Bel and Kayragach crossings the same day; the FCDO says there have been no clashes since the 2025 agreement. Which crossings a foreigner may use can change. At the March 2025 opening, Kyzyl-Bel was open to third-country citizens and Kayragach to Kyrgyz and Tajik citizens only; the US counts 2 checkpoints open for transit and warns their status may change at short notice. Which laws catch visitors out?

Pay particular attention to document requirements, photography restrictions and rules that may differ from those at home. Kyrgyz fines are set in calculation units; one unit is 100 som and has not changed since 2006. Zakon.kg. The table cites the Kyrgyz legal text from the Justice Ministry's database where we found it, read on 24 September 2026, and names the foreign advisory where we did not.

Is Kyrgyzstan safe for LGBT travellers?

Same-sex relations are legal but not socially accepted. Germany notes that discrimination on grounds of sexual orientation is banned, that homosexual acts are not a crime, and that the Constitution defines marriage as a union of a man and a woman; Canada says travellers may face discrimination. The FCDO warns that showing affection in public could lead to a violent attack or unwanted attention. Auswärtiges Amt, Canada, FCDO.

In August 2023 President Sadyr Japarov signed amendments that ban spreading information among children that "promotes non-traditional sexual relations" or rejects family values, with liability under the Code of Offences. Nur.kz, 15 August 2023, citing the president's office. Art. 74 of that Code, in its wording of 9 August 2023, fines anyone who spreads information banned for children 2,000 som, or 5,000 som through media or the internet. Code of Offences, art. 74.

Which emergency numbers should I save?

Save 112 and, if you go to Issyk-Kul, the tourist police line. The Emergencies Ministry lists 112 as its unified dispatch service; 101 (fire), 102 (police) and 103 (ambulance) are given by the FCDO, by Canada and in the Bishkek list published by 24.kg. MChS, 24.kg, FCDO.

On Issyk-Kul, the Interior Ministry's tourist and ecological police run a 24-hour hotline, +996 705 009 102, also on WhatsApp, in Kyrgyz, Russian, English and Turkish, with patrols on beaches, in resort zones and on mountain routes. What still goes wrong?

Roads and weather cause most of the trouble: night driving, landslides and rockfall after heavy rain (Germany), snow blocking roads outside Bishkek in winter and avalanches in spring (FCDO). In the mountains, altitude and sudden cold catch people out, phone signal disappears, and the FCDO warns that terrain can make it impossible for rescuers to reach you.

In towns: pickpockets at Osh Bazaar, fake police and fake airport drivers, spiked drinks. Earthquakes are frequent, with shocks above magnitude 6 recorded regularly in the region (Germany). Demonstrations happen in Bishkek and can turn violent: on 17 and 18 May 2024, 41 people were injured in protests against South Asian migrant workers and students. Terrorist attacks "cannot be ruled out" (FCDO), and Germany reports that the authorities regularly break up Islamist cells, mostly in the south. In winter, Bishkek's air quality drops and power cuts are frequent. Medical facilities are often badly equipped, especially in rural hospitals, so carry insurance that covers evacuation. What we could not verify: we did not open the State Department's web page (only its feeds), could not read the Russian foreign ministry's advice, found no Kyrgyz source for the mountain rescue number and no published penalty for skipping MChS registration, and have not test-called any number on this page.
